A Collection Site Person is someone who meets requirements for collecting urine specimens for DOT-regulated drug testing. The collection of a specimen by someone who did not meet those requirements is not “fatally flawed” but the employer is subject to DOT sanctions for using the non-qualified collector.
DOT regulations concerning CSPs and the urine specimen collection process require ongoing training and an ongoing commitment by the facility to maintaining high (DOT) standards for this service. A commitment to maintain such standards helps to ensure that the facility does not become a revolving door of entry-level specimen collectors who never attain sufficient experience to gain proficiency.
We strongly recommend using DOT-qualified CSPs and DOT testing standards for all employment-related drug testing, whether or not the employer is required to comply with DOT regulations. DOT specifications for urine drug tests and CSPs are the highest widely accepted standards for employment-related drug testing.
DOT regulations concerning CSP and specimen collection can be found in 49 CFR Part 40 as follows:
{Subpart C}, 40.31 – 37 Urine Collection Personnel;
{Subpart D}, 40.41 – 51 Collection Sites, Forms, Equipment and Supplies;
{Subpart E}, 40.61 – 73 Urine Specimen Collections;
Drug Screens Plus clients will find a copy of these regulations in Section 5 of your Model Program.
